The federal executive branch, and the U.S. Department of Health and Human Services (HHS) in particular, plays a crucial role in reducing or mitigating barriers and expanding access to desired reproductive health care through three scientific and administrative processes:
Over the course of a lifetime, most people will make decisions related to preventing and/or achieving pregnancy, and most will seek services in order to achieve their reproductive goals.

Developing evidence-based federal clinical and programmatic guidelines to set expected standards of care.

Measurement
Developing performance measures based on guidelines to drive improvement, inform consumers, and drive payment.

Funding and Payment
Developing supportive funding and payment strategies aimed at reducing or eliminating financial barriers to contraceptive provision and use, and enabling implementation of guidelines and performance measures.
Issue Briefs
The issue briefs describe the federal processes and government structures that support them (Issue Brief 1), and each of the three federal processes in greater depth (Issue Briefs 2-4).
Each brief explains and contextualizes the current landscape, identifying challenges and presenting both solutions and actions that allow for subsequent recommendations to be made to the federal executive branch.
